Mantle of the Arbiter (Abjuration)

The cleric invokes the Arbiter to keep his goals true. This spell creates a protective mantle which surrounds the cleric for the spell's full duration or until expended. The priest may call on the mantle to produce any one of the following effects during the spell's duration:  add a +4 divine bonus to resist a charm or compulsion effect, negate an attack completely made by surprise which would catch the cleric flat-footed,  negate completely one sneak attack.  Once invoked, the spell ends.

 

Blind Justice (Divination)

The cleric invokes the sight of the Arbiter to guide his sword. This spell gives a divine bonus of +2 to hit and damage as well as negating any spell of ability equivalent to a third level spell or lower which bestows a miss chance (e.g. blur, displacement) on a melee attack; this includes miss chances bestowed by incorporeal effects. This spell may only be cast on weapons blessed to the service of Rahab and has no effect if ever cast on ranged weapons.

 

Holy Fire (Evocation)

This spell creates a blast of holy fire that delivers the fiery wrath of Rahab. The cleric must state the perceived crime of the offending creatures (being evil is justification enough for this spell) in the casting. Unless the target is innocent, it must make a Fortitude Save or suffer a d4 per caster level (maximum 10d4) in damage. Half of this damage is fire and half is holy for purposes of damage reduction. If the target fails its initial save, it must save again on the next round or suffer an additional amount of damage equal to half the original amount.  Unlike most area of effect spells, only the guilty are affected.

 

Thieves Lament (Abjuration)

The cleric protects an area against all who would engage in illegal acts. This spell raises the difficulty of skill checks by +10 for bluff, disguise, escape artist, forgery, gather information, hide, innuendo, intimidate, move silently, pick pocket, read lips and scry checks which occur within the protected area. All spells of the illusion school which enter this spell's effects have their duration halved and creatures within the area gain a +4 divine bonus to disbelieve.

 

Pass Judgment (Enchantment)

The cleric passes judgment upon a creature’s crimes. The verbal component of the spell involves the cleric stating the charge against the offending creature. If the creature is innocent of the charge, the spell automatically fails. If the target creature is guilty, then he is punished according to the nature of the crime. The cleric may opt to enforce local law (as a geas/quest effect) or enact judgment passed on the Rahabite Code. The Rahabite Code follows the precept of an eye for an eye. The target creature can avoid this judgment if he makes a Will Save at -4 unless he is of the faith of Rahab, then he receives no save. This spell is also known as Letting The Punishment Fit The Crime. The focus for the spell is a balance wrought from gold and silver worth 5000gp.

 

Subpoena (Enchantment)

Spell Resistance: Yes

 

The cleric calls on a creature to surrender and be judged. The cleric commands the target to submit itself for judgment on its crimes. The cleric does not need to know the crimes of the accused, merely call upon them to repent. If a Will Save is failed, the target lays down its arms and armor, ceases all aggression and surrenders to the caster. The spell is completed only after the target has stood trial before a court convened in Rahab's name. Until that time, the target can take no actions on its own behalf to initiate escape of attack. However, the spell is immediately broken if the cleric or his allies attacks the target; this is considered a grievous offense in the eyes of Rahab. A successful break enchantment spell will remove this effect as will other types of magics which free mental control.  A mind blank spell offers the target an additional +4 on its save but does not stop this spell; the spell was purposefully designed to circumvent its protective effects. The spell also will affect a creature normally immune to mind-affecting spells.
